No. It would be confusing to the passengers to have the Q run express only when the B is running.

The R-14's that went to the mainline after the El closed (5804-5806) had a PA system installed, as the rest of the R-14 ars already had a PA system installed. The last 4 GE R-14 cars to operate in service were #5811, 5813, 5838 & 5866, which last ran on the #2 line. I operated all 4 of them on the #2 line and/or around 239 St. Yard.
The oldest R-12 I operated was 5731 (I have an original number board from that car available for sale on ebay). I operated it on transfers, as when I became a motorman in June of 1983, those cars had just been retired from passenger service and had been assigned to Lenox Yard for use as work motors.
The reason why the #2 & 3 switched southern terminals was so the #3 line would have a maintenance facility, as the #2 had that convenience at both ends of the line with the #3 have none.

There weren't as many dumbasses when the QJ or the M train ran local via the Brighton Line! The dumbest thing they did was to make the D a local in Brooklyn. The D should have been left as the Brighton Express. IT WOKRED!
They need to re-open the Culver express tracks! The G now runs to Church Ave. 24/7, so there's no excuse! The F is a long line, and only runs express in Queens. Coney Island trains continued express to Kings Highway while the Kings Highway-bound trains made the local stops south of Church Ave.
The A now runs express in Brooklyn 7 days a week when it used to run express only rush hours. There's no reason why they can't restore the Culver (F) express in Brooklyn.

I like the current trend of keeping as many routes consistent as possible. In other words, if a train normally runs express, it runs express. OK, some routes that are normally expresses run local during the late hours, but they don't count. Let's tae the Brighton line as an example. In bygone years, you had the D running express during weekdays with the Curly Joe and later, Moe, running local. During the late hours and weekends, the D ran local. Now you have the full-time route, the Q, running local and the part time route, the Bob, running express. It's consistent and less confusing.

The problem with a Culver express in Bkln is the demographic. The local stations on the Culver N/O Church Av have heavy enough ridership that an express service would cause an inconvenience to passengers at those stations. The bilevel construction at Bergen St also adds to the inconvenience to passengers needing to change from/to a local G to/from an express F since they would have to ascend or descend stairs depending on which direction they are traveling. If Bergen had been built like Queens Plaza, then an across the platform transfer would be easier to deal with much the way it was done in Queens at Qns Plz back when where was no weekend BMT service into Manhattan.
