South Ferry (1) Train Station Fix Could Take Up To 3 YEARS!!!

It could be three years before the South Ferry subway station at the tip of lower Manhattan, heavily damaged in superstorm Sandy, is fully restored to service, Metropolitan Transportation Authority officials now say.

Even before it launches a rebuilding effort estimated to cost $600 million, the MTA must decide whether to move some of the electronic equipment of one of its most vulnerable stations to a higher elevation, to guard against future floods.

Thomas Prendergast, the president of the MTA's transit division, told reporters in December that it would likely be at least a year before the bidding and construction on South Ferry could be completed, but the agency now believes it will be substantially longer. Some intermittent subway service could return, however, before the station is fully finished.

South Ferry, which reopened in 2009 after a $545 million renovation and expansion, was inundated by the storm surge from the harbor on the night of the Oct. 29 storm. It filled with 14.5 million gallons of water, a depth of 80 feet from the track bed to the station's mezzanine.

MTA officials say they are hoping to put out contracts for the station's rebuilding sometime later this year. They are expecting the heavy construction work—such as replacing salt-corroded signal systems—to take another one to two years.

The MTA's rebuilding estimate includes $350 million for physical repairs to the station, where workers already have rebuilt a tile wall that was swept loose by flooding; $200 million for replacing signals; and $30 million for third-rail equipment.

The water has been pumped out of South Ferry, but on Thursday afternoon evidence of the flooding was everywhere, as Wynton Habersham, the MTA's chief electrical officer, walked the station's muck-drenched platform. He ducked into a signal-relay room at the end of the platform, which had held about 600 electromechanical relays, switch boards and circuit breakers. Almost all of them were ruined by the corrosive, brackish water that poured in from the harbor.

"A simple cleanup wouldn't suffice" to restore the station, which served 14,000 No. 1 train riders per day, including many coming from the Staten Island Ferry, Mr. Habersham said. The MTA will have to replace hundreds of relays and thousands of feet of wiring in the South Ferry complex alone, he said.

Before the agency does so, engineers will have to decide if they will try to rebuild the relay rooms on higher ground, where they will be less vulnerable to flooding. That would force the MTA to change the specifications and layout of the equipment it is replacing. "If we decide to just harden that room and make it like a submarine, which is not likely to be the case," said Mr. Habersham, his department could simply replace what has been ruined—but moving the equipment would require more planning.

"If it's relocated to the park upstairs, then we'll do it up there," added Mr. Habersham, in a reference to Battery Park.

South Ferry was destined to be a complicated site for rebuilding. The structural concrete box of the station already sits mostly below the water table; Mr. Habersham compared it to the "bathtub" that forms the foundation of the World Trade Center. Three subway lines cross above the station's roof—the No. 4 and 5 lines and R trains toward Brooklyn, and the loop track of the old No. 1 station, which is now being used to turn No. 1 trains for the trip back uptown.

But the difficulties of restoring the hardware of the station also reflect a problem facing the entire subway system: the vastly diminished reliability of the parts of the system that survived. While some equipment subjected to corrosion was quickly refurbished and brought back into service, that equipment is now much more likely to fail—and to fail sooner than it might have without exposure to floodwaters.

Since the MTA restored service on the R train from adjoining Whitehall Street through its tunnel into Brooklyn on Dec. 21, equipment in that section of the line has failed at least once a day, including again on Thursday morning, Mr. Habersham said.

Corrosion has had effects both visible and hidden. In the relay room at South Ferry, a subcontractor scrubbed clean the steel pins that held the relay boxes in place. Days later, the lichen-colored corrosion spots had returned in force.

"That's why the manufacturers felt you have to just get rid of it," Mr. Habersham said. "There's not much you can do with it once it's been exposed."

To cope with breakdowns, the signals division has been forced to staff the Montague Tube, which carries the R train under the East River, 24 hours a day since it reopened.

Elsewhere, scores of workers have been reassigned to manually move track switches and realign trains in the yards that were damaged by flooding. In the process, they have been racking up overtime hours and working in dangerous conditions, MTA spokesman Adam Lisberg said.

The MTA estimates it will cost $700 million to repair signals systemwide, the largest single line item in its preliminary $5 billion damage estimate.

Don’t expect trains to run to the South Ferry Station in Lower Manhattan anytime soon. Officials say it could be a year or more before the storm Sandy -ravaged station — the end of the 1 line — is running again. The station is a vital daily link for almost 30,000 Staten Island ferry commuters switching to the New York subway system.

The station remains as the pumped-out storm waters left it — broken off bits of tile, debris, and glass covering platforms, overturned chairs and computer monitors in moldy workers’ offices, even a service alert flyer from the days before the storm lying randomly on the platform, where the waters washed it up. The flyer attempted to reassure: “After the storm, our goal is to restore as much service as possible after assessing the storm’s impact to critical infrastructure.” That impact was greater than anyone anticipated.

The storm flooded the station with 14.7 million gallons of brackish that rose 80 feet up from the train beds and completely engulfed tracks, platforms, signs, and escalators.



And most critically, says Wynton Habersham, Chief Electrical Officer in charge of signals and power for NYC Transit, the relatively brand new signalling room was inundated with saltwater: live wires hardened, signals corroded, and even electronic track-moving equipment was rendered unusable. “It’s like just taking your computer and dipping it in saltwater,” Habersham says.

Habersham says crews tried to clean off the signals, but the corrosion reappeared, and the supplier advised junking them.

Four such relay rooms, out of some two-hundred systemwide, were submerged and rendered useless by Sandy.

Rebuilding the brand new South Ferry station, opened only three years ago after a laborious expansion using 9/11 recovery money, will cost $600 million. Habersham says no construction will take place until the MTA can figure out how to defend the station from future storms. Possible fixes include installing a horizontal barrier over the station’s entrance, raising the signal room, and protecting components from saltwater.

MTA officials say no one is comtemplating not rebuilding the station, which is normally used by 30,000 of the 70,000 people who ride the Staten Island Ferry on a weekday.

So it will cost more ($600 million) to repair the new South Ferry station than it cost ($545 million) to build it in the first place? It really is looking like the whole station was a bad idea to begin with. Any chance the loop station will be reopened to provide temporary service until the new station is rebuilt?

I am going to completely dis-agree with the idea that the new South Ferry terminal station was a bad idea to begin with.

There may be arguments about its construction, implementation, protection from storm-water surges, building costs, etc.

All of the above is a very different discussion of whether the new terminal station was a bad idea to begin with. The new terminal station had several advantages and ideas that made it, and continue to make it worthwhile as an idea.

Well ... here's hoping that the next one they build will have bid specifications for waterproofing, and hopefully a connection to the ferry terminal itself. Since it sure looks like they're going to end up ripping out the "old" one and start over, might as well do it right next time.

Well how many single stations costs $1 billion? I just hope when the next storm happens, it won't be another $500 mil plunked down for that one area. At some point they should cut their losses.

Several years ago, Discovery channel did an "Extreme Engineering" show on what it took to build the one that just blew up ... went looking for an archive of it somewhere to post here, but no luck at all in finding it. I remember that show and all the details of just how difficult a project the original one was. Which is why I'm first on line to spank the MTA over "you didn't put waterproofing in all that contract paperwork?!?!?!"

But what got built down there is THAT complicated, given everything that they had to build around without making it fall over on top of it when they built it. I can understand the costs involved. I can't understand the expectation that it would never get wet though. :(

Are there any other cases of this on the system on mainline passenger track? And if there is a signalling system (not passing batons) why do they need to staff the tube?

This is what my gut feeling has been all along. You can pump out the salt water and refurbish the signals etc, but that salt water will have future repercussions.

That salt water had to find its way into every crack and crevice in the tunnels etc. Finding its way to the structural steel of columns and tunnel infrastructure. This is scary.

And how about the power distribution cables for the third rails ? They are old and the insulation may have cracks where voltage may just ground out stopping trains in the tunnels.

Salt water is more destruction than we all have thought.

They have to find a way to get the loop station back in operation again. They are already using the track to bring the trains back to Rector. It would probably take less time and money to get the gap fillers back working and do a decent paint job and put the turnstiles back in.
That way they can provide service while they figure out just what they want to do (and overspend) on getting the new station rebuilt.

So only the first 5 cars can be opened. That is the way it was until the new station opened in 2009. The free transfer between the 1 and R is nice to have but is not that important. People will get used to it.

As I recall most of the video in that episode was shot during excavation, so we didn't get to see what was done to waterproof the envelope of the station.

In the thread [Poll] Who will be the first in the nation to expand their Heavy Rail system? I wrote this:

"Based on what I saw in the episode of Extreme Engineering of the South Ferry station last night, the odds are even or slightly favoring WMATA as to who will open first. My commentary on the incompetence that I saw in that episode is for a different thread."

I never wrote and post that commentary because I wanted to rescreen the episode to point out all that I saw. Never got the opportunity to rescreen the episode.

Nothing that I would have written in that post would have mentioned anything about hardening the station in the event of high water.

That 600 million figure sounds like a scam. I'll bet a lot of light bulbs are going to get replaced around the system if that gets funded.

Now, if I'm Cuomo, I'm ordering the old SF station be fixed up to be used as a "temporary" station for the (1) as quickly as possible. Obviously, if as suggested it would take three years for the current (1) station to be rebuilt, re-opening the old (1) station would be more than temporary in this case since it would be open possibly for multiple years.

And if it takes three years, as said, if I were Cuomo, I would be ordering the old SF station be fixed up and reopened as quickly as possible. Obviously, this would be more than temporary in this case.

Exactly, and if I were Cuomo, I'd be ordering the MTA to as quickly as possible get the old SF station reopened so that Ferry terminal passengers, especially in bad weather don't have to walk to Rector.

In the short run< i agree. Get the loop station open ASA safely P. But since so much time, effort, and $$ was put into the new SF station, it should be repaired, but this time with flood resistance. May not be possible to keep the water out, but the rebuilt station could be built with survivable features, like waterproof tiles, and all sensitive equipment located elsewhere...

Oh I wish they never built that boondoggle to start with.

Be cheaper to buy 5 more train sets for the "B" Division, and replace the Astoria Q with the W to Whitehall to replace the "1" service south of Rector St.

Who said the station tunnel wasn't waterproofed? It must certainly was. The problem was with what happened afterward.

I seriously doubt they will rebuild a new station structure, which means the issues with the waterproofing will remain.

Who here knows what damage the SF loop sustained? It didn't get off Scot free. While i'm not saying that reopening SF loop doesn't deserve consideration, off the salt water that damaged signal relays at SF also damaged the gap filler relays. It might not be worth it.

That's the subway one. They did an entire episode on the mechanics and construction problems involved in building South Ferry before it was completed. The entire "hour" was about South Ferry.

I could swear I either recorded it, or somebody sent me a copy of it on DVD. Couldn't find it last night, so now not so sure. But I did see it twice and never gave waterproofing a thought either since the episode suggested that it was going to be one continuous "bathtub" that probably wouldn't have needed it. It was interesting seeing though how they had planned to dig under around and beside everything, digging under the park without digging UP the park and how deep down the rock cuts were for it.

Problem is though that even before all that, they were suffering water intrusion problems upstairs from just the water table itself. Saw it shortly after it opened, and the water stains on the walls downstairs ... ewwww.

The article says it handled 14,000 passengers a day. That ranks it somewhere around 100th in ridership. It's hardly a busy station. The ridership stats on the MTA website combine South Ferry and Whitehall and show 29,000 passengers.
