Also it appeared that IRT was originally built so that NYC could punch out of GCT and extend south via the lower level; that operation would be very difficult now because of where the subway "box" is located. This was discussed in the years leading up to final ESA plans and in preliminary PSA (Penn Station Access) plans for MNCR as I recall. So yes, this seems like urban legend.
