Not the most powerful.

Off the top of my head (too busy to look it up), I think the SD70ACe is 4300 HP. GE's C44-9W is 4400 HP, and each manufacturer has a 6000 HP locomotive (SD90 for EMD; AC60CW for GE), although both had a lot of teething problems.
