No, it would not take that much to bring it up to LIRR's 80-mph standard. If they can install Class 5 track on the Port Jervis Line, then installing Class 4 track east of Riverhead et al would be nothing.

As for packed trains in the summer, that didn't stop NJ Transit from ceasing weekend express service on the NJCL.
