I even suggested using Stairway G, (which goes up from right between Sam Goody and Conway (formerly Pergament), and comes up way in the back of the K-Mart/Caldor stock area. I was hoping that K-Mart would use that space for retail, and then it would be more feasible, but they kept it as it was. Likewise, Stairway H goes right from the middle of K-Mart down to the middle of Levitz. Anyway, the owners told me that the fire dept. wouldn't allow it because they only emergency exits. I've never seen the actual staircases, but if they had a big enough shaft (as some do), then perhaps a small cage type elevator could be put in the middle, while the actual stairs are still gated off. But they are probably narrow and don't have any such space.

Yes, it was originally indistrial, and the retail was a later addition. When I first came to the area, Levitz wasn't there, and you had partially paved over tracks going up to the building in that area!
There are vast sections of the building being used for other things, including a warehouse and police academy (when you see oll those cadets ont he train, that is where they are coming from/going). This is part of what makes it so hard to connect the two levels. The old rampalator (or whatever) and now the new escalators it was replaced with is so long, because there is an entire floor between the street level and the roof. Then all the space on the street level behind Toys R. us and directly above the lower mall, and the other two floors above that. (part of this is the docking area for both stores, but the rest of it is the academy; I believe).
