Of course not. People would get hurt, enemies made, etc. If an organization got a police permit for 3500 people and 25,000 showed up, that would constitute a riot. Unauthorized assembly, etc., etc. It's usually the other way around, organizers tell the police 10,000 will show up but the figure is around 100. The police must prepare for the organizer's figure. Otherwise, they would be negligent. They look ridiculous, when they outnumber the participants. The lack of a riot is an indication that the number attending the rally was close to the permit and not the inflated 25K figure. There's also photographic evidence but true believers accept only figures that agree with their mantra.

The overhead shots taken by the helicopters hours before the speech. The fact that you don't like Trump, so therefore the possibility of the throngs of NYers going to see his speech isn't even negligible. Now...Could he have said 20K just so the City uses that estimate as an official one so they get more money from the Feds, who have to foot rhe bill for protection and use of the location? Perhaps. BUT...like I said, my original statement was about the people of the Bronx making the pilgrimage to hear DJT speak, not the specific number as no matter what, everyone can agree it was in the thousands.
