The elevation of Las Cruces NM, which is on the Rio Grande, is 3,900'. So most of the elevation gain, going east to west, would be along the Rio Grande. The Continental Divide in southern NM isn't that much higher than Las Cruces (maybe another 1,000').

So if you wanted to kill off NM's and southern TX's agriculture, you could come up with the water.

Or sure, what the hell, pump sea water up the hill.

Google Earth's elevation profile shows several peaks in excess of 6000', in particular north of El Medio, Mexico, and in the range between Nogales, Mexico and Douglas, NM. The higher elevations tend to be on the north side of the border, so it'd be more problematic to build away from the border. One could cut through the mountains, but getting anywhere near the elevation of Las Cruces would be a geotechnical nightmare.

So if you wanted to kill off NM's and southern TX's agriculture,

Pretty sure they use a lot of groundwater for irrigation. That isn't going to be particularly useful for filling Olog's canal as it'd have to be pumped as well. But I suppose once it's laden with frack chemicals there won't be much other use for it so it might as well be put to some other use.

Or sure, what the hell, pump sea water up the hill.

So long as we're considering a ridiculous proposal we might as well consider everything. I'm a bit surprised that there's only 4177MW of hydroelectric generating capacity on the lower Colorado to Glen Canyon at 3700'. So we're likely talking less than 10GW to get seawater to Las Cruces, and less than 20GW to the highest point. It almost sounds doable when put like that.

The Colorado is already diverted north of the U.S./Mexico border. At the border, it is usually just a dry riverbed.

Actually, the bigger problem would be California. You're below sea level in the Imperial Valley; then you have to build a staircase to get over the mountains, which again get close to 5000', to bring you to San Diego. There you have no choice but to pump water from sea level, whether from the Colorado River or from the Pacific Ocean. Though I suppose Olog would just use a bunch of A-bombs to blast away the mountain range between the Imperial Valley and the Pacific.

Guess you never heard of aqueducts. Estimate how much of the Pacific and how much of the Gulf can go into a canal measuring 1,900 miles (and think of where water for China's Grand Canal, about 1,100 miles, comes from; lots of pumping stations).

Yes, but Olog appeared to want this canal to be a moat in his Anti-Central American Protective Rampart, so I chose a route close to the border. Going further inland would result in a no man's land between the border and the canal that would result in massive dislocation of US citizens on the US side of the border. Of course that's the supreme irony of all these border wall/fence/canal schemes.

Actually, the bigger problem would be California. At the very least setting up a siphon from the Pacific to the Salton Sea could be a good way to fix the problems with that artificial lake. It also could generate quite a bit of power, for a while. Mexicali is only something like 38 feet above sea level, so maybe we could get the Salton to sea level, pay Mexico to dig a canal past there and leave Olog's ACAPR to be a more conventional moat-less fence between San Diego and the Salton Sea.

Anyway, no more of an isolator than the Welland Canal. I don't know if they still have toll bridges across it, but when I was young I was indignant that you had to pay toll to cross something artificial.

But the governor said the commission scaled down its request. limiting it to information that anyone could get, so it was granted.

The data provided included the names of voters, their dates of birth, party affiliation, addresses and how often they have voted.

The board did not not turn over the last four digits of voters’ Social Security numbers, their driver’s license or non-driver identification numbers, a copy of their signatures or criminal histories. . . .
Not real cooperation, is it. More like stalling. And they're still at it, dandKKK who likes to make excuses for Democrats.
