I guess my feeling is that if it's individual speech of a participant at a public event (even if the participant happens to be a government official) it doesn't get into the realm of establishment of a religion. On the other hand, if it's a policy or a monument instituted by government that has a religious oritentation, then it's permanent or semi-permanent and starts to look very much like establishment. |
