If they had one, there would be no flexibility for unforeseen circumstances, like instantaneous responses that are often necessary to a natural or manmade disaster.As I said, the ideal amendment would contain mechanisms to address situations where it is necessary to bust the budget but it would have to require a supermajority. If 2/3 of Congress doesn't think a natural or manmade disaster is not worthy of emergency spending, then it probably isn't. It would cut down on the abuse of emergency funding for every piss-ant flood or drought out there and eliminate the artificial incentives and disincentives that the government now legitimizes and subsidizes for certain practices. |
