Whenever I drive NY440 a/k/a the West Shore Expressway at 60, other vehicles blur past me. The Belt between Sheepshead Bay and Howard Beach used to be very good for speed at those rare times when there wasn't much traffic or construction.

The Clearview, Korean Vets Parkway (formerly Richmond Parkway), the elevated Gowanus straightaway, and possibly the Bronx River Parkway north of Pelham/Fordham are really the only other stretches of limited access highway within city limits to offer good speed- traffic conditions notwithstanding.
