IME, in practice there is a 5 mph buffer above the speed limit for passing where one won't be pulled over for speeding. Here in CT one can drive 70 and again IME even if one does get a speeding ticket, it will be tossed out in a blanket dismissal once it reaches court. "Anyone with a speed of 70 and under can go home" is what I was told. I didn't go home but I left just the same :P
