That's a special case where trains leave NY and then travel through another state for an hour on tracks owned by NJT before returning to make a few stops in NY. The football train doesn't operate like that.

I would think that NJT would prefer to operate the entire thing. There would be no risk for them as they would have the MTA cover all of the expenses. I don't know what the MTA would prefer, but they might like the additional jobs that would come with operating and maintaining their tracks. That seems like the fairest to both sides as they each side is responsible for their own riders. OTOH there would be some duplication of equipment and manpower...I dunno. I think that they would really have to decide what they want and the most economical/efficient way to get that done.
