New Zealand had fewer restrictions for more days than almost any other country. The only shutdown was on immigration. People wishing to enter New Zealand had to go into a supervised quarantine for 20 days (at a luxury hotel). This restriction was instituted for travel from high risk areas on 4 Feb 2020 (before the first case) and extended to all areas on 23 Mar 2020, the day after 58 new cases were reported.

New Zealand acted quickly. It recorded its first case on 1 Mar 2020; 4 cases on 8 Mar 2020; 3 cases on 15 Mar 2020 and 58 on 22 Mar 2020. They went into lockdown to prevent the spread.

Public events were cancelled starting 19 Mar 2020. School were closed on 25 Mar 2020. Workplace closings were recommended on 22 Mar 2020, required for some on 24 Mar 2020, and required for all but key workers on 30 Mar 2020. There were restrictions on public gatherings over 100 starting on 22 Mar 2020. This was extended gatherings over 10 on 27 Mar 2020.

Unlike most countries, they also instituted robust contact tracing on 8 Mar 2020. This policy and its public acceptance allowed them to limit lockdowns to areas where people had been exposed to the virus. N.B. 25% of the population lives in Aukland, targeting only affected areas disproportionately lager population due to NZ's population distribution.

The quick implementation of these policies resulted in a drastic decrease of new cases. Controls were lifted, as the cases decreased. Workplace closures transitioned to recommended on 2 May 2020 and were removed entirely on 19 May 2020. All restrictions on public gatherings were removed by 11 June 2020. All stay at home restrictions were removed by 14 May 2020. All school restrictions were removed by 12 Jun 2020.

The immigration restriction was the exception. All those entering NZ continued to be quarantined until 2 Mar 2022. All border control measures were not lifted until 28 Sep 2022.

NZ had benefit of learning from Italy's experience. This resulted in quick and strict measures to contain the virus. These measured paid off. Through 26 May 2024, NZ suffered 776 deaths per million population. The comparable figure for the US is 3512 per million.

By contrast the US recorded 11 cases on 9 Feb 2020; 4 on 16 Feb 2020; 16 of 23 Feb 2020; 33 on 1 Mar 2020 and 391 on 8 Mar 2020. The US never instituted an immigration ban nor supervised quarantine for those entering the country. One result was that stay at home restrictions for all but essential workers wasn't lifted until 23 Feb 2021 and were not lifted entirely until 4 April 2022. That's nearly two years later than such restrictions were removed in New Zealand.
