It would not have because the government had no plan to get properly fitting N95 masks into the hands of the general population in the quantities needed. An ineffective mask that is not worn properly doesn’t make any difference versus not wearing one. I saw plenty of people with fairly worn masks that, at best, covered their mouth. |
