No, that is NOT how it works.

What you need is a lot more L2 charging. This means more L2 chargers in parking garages and on-street L2 chargers.

L3 charging is for road trips.

The last time I needed an outside charge I ended up parking somewhere with L2 charging and it saved me the need to have to stop for L3 charging later.
