I don't think that this is a new problem, although being more widespread it's more of a problem.I actually did receive a neighbors recall ballot in the mail just a few weeks ago. Our postal workers are not the best. I easily could have mailed it in and no one would have ever known. Worst case if I do that is that my neighbor votes in person and their name has two votes which are then flagged. What happens is that both votes are counted as "provisional" and then are both counted as long as they don't impact the result of a race. Which is to say that they only count if they don't count. None of that would be considered "fraud" and I think that things like that happen more often when everyone gets a mail order ballot. |
