Seriously?How is section 1 relevant to section 2? § 1 defines citizens and then § 2 does not use the word “citizen” at all. Nor does it make any reference to birth or naturalization. Were it intended to apply solely to citizens, it obviously would have said so. And you call yourself a lawyer? |
