If they're here they're constituents. The census is to determine population, and distribute congressional seats based on the number of constituents in each district. Then the states divvy up their allocation, giving us gerrymandering and zero representation for the people. In before...why, over the past several congressional elections, have Democratic candidates aggregated more votes than republicans, yet it was only the past (overwhelming, had districts been fairly drawn the win would have been around 60 seats) election they gained the seats the people obviously wanted them to have all along? |
