"Representatives shall be apportioned among the several states according to their respective numbers, counting the whole number of persons in each state, excluding Indians not taxed." U.S. Const., Amend. XIV, § 2 (emphasis added).

No distinction is made as to citizenship status. Don't like it? Amend the Constitution.
