If the locals and landowners agree to the construction, the government would have a hard time stopping it without making themselves into bigger villains than China.

Given that the Palestinian feelings toward Israel range from distrust to hate, way more than their feelings toward their corrupt central authority, the reason they should trust Israel to march in and do this is, what?
