Roosevelt had more intelligence that the Japanese were going to strike the US. Yet he could not act to prevent it. What would you have expected President Bush to do? There was no intelligence that Al Qaida was planning to use commercial air craft as tactical weapons. There was no intelligence that the World Trade Center would be attacked for a second time. I think the argument is a red herring.
