The Clinton Justice Dept brought those terrorists of the 93 bombing to justice.

As for Bush, there was the Aug. 6, 2001, presidential daily briefing with the ominous headline "Bin Laden Determined to Strike in U.S." There were reportedly other more specific briefings describing al Qaida operating within the US. What likely took Bush's eye off the ball was more the focus on Iraq by Neocon members of the Administration rather than terrorism.
