No it shouldn't. The framers of the Constitution realized that the British tried to limit the colonists power by confiscating weapons so included the 2nd Amendment to prevent the United States government from doing the same to its citizens. That being said, what the framers new as "arms" were muskets and other single shot weapons, not (semi-)automatic weapons we know today or high capacity magazines. If a shooter had to reload after six shots or less it would force him/her to stop more frequently giving others the chance to take him/her down or defend themselves
