Really? The word "arms" is unambiguous and is not bound by time frame whatsoever. The framer's intent is for arms of any level of technology. You really think that the framers of the Constitution really wanted higher-technology armaments to be in government's hands exclusively?? especially after freeing themselves of armament-grabbers?

That view is not part of the "living Constitution" school, either.
