You reduce the numbers of Downtown Brooklyn buses and increase buses either from the Junction or Empire Blvd to the southern ends, or increase both if budget permits.

Better markings of the bus lanes will keep cars that don't belong there out (those not making a right turn). Different color paving, etc. A worn out diamond on asphalt does not do the trick. Police enforcement also will help.
