No, I find nothing objectionable about a person dressing up as an MTA employee for a personal, private photo. It does not meet the legal definition of "impersonating". I asked whether you find the conduct objectionable. Imagine that you are an MTA employee. You observe, right before you the actual scene depicted in the picture.
