It's not just 100-year-old system. It's a 100-year-old system that gets pounded 24/7; it's a 100 year old system with man-made "canyons" in four out of five boroughs that can block satelite signals; it's a lot of things. Siemens is at fault for overpromising and underd delivering; MTA, for zigging and zagging its way through contracts and change orders. We see this in the military too. It will work itself out, eventually. |

Wrong analogy. The F-104 was very successful here in the US; misapplied in Germany. But you know that, so your answer was, as usual, disingenuous.CBTC is already a success; Siemens implementation needs work. The F-14 would be a better analogy. |

Siemens in NY, Alcatel in SF, vast cost overruns, poor performance yup DOD type contracts, DOD implementation, anyone for an Osprey??? |

The Osprey is a lot older than even that!Bell started flying the XV-3 prototype in 1955. In 1963, Curtiss Wright came out with a successful prototype using 4 ducted fans; Canadair produced a model in 1964. The V-22 is basically an armored, upengined model of the XV-15, which had been flying since 1977 and was also intended for the civilian market. The Osprey's performance is not poor; it's actually very good. However, to get there the Osprey had to undergo numerous changes, especially to the hydraulic system. Every time the rotors pivoted, hydraulic lines would be rubbed together, bent and broken. Also, it took a long time to figure out where the performance envelope actually was. You can get an Osprey to crash just like a helicopter crashes (when it's in that mode) and pilots taking it through to horizontal-verical transition could not always tell when they were crossing the line. As to cost overruns, in the case of the Osprey, it's predecessors were all research airplanes. Research airplanes are there to gather data and expand knowledge; as long as they do that it's money well spent. The V-22 is the first "production" airplane, and yes, there were substantial overruns. But if you look at its operating record, you'llnotice that it's been a long while since the most recent crash. The airplane's performance is pretty much as advertised, though it does pay a weight penalty, compared to the XV-15, for armor plating. |

Thier little "project" that nobody seems to "notice".. Why do you think there are so many "Signal" Problems in the A Div?? This is part of Siemens work as well which isnt mention here i noticed.. |

The Pentagon hardly seems like an agency that should be touted for its ability to procure equipment expeditiously and inexpensively. |

De[pends on what equipment you're talking about.I would predict that most tank crews in the Gulf today would tell you the M1A1 and M1A2 Abrams tank was the most cost-effective purchase the Army ever made. It's changed the odds of being injured or killed to the point where tank crews can largely expect to come home in one piece. It's the kind of assurance preceding tanks (Sherman through M60) could never offer. And they'd be right. |
