What's to understand? Why go through the trouble of maintaining a piece of equipment which can only be used in one position on a handful of trains when you can haul around some varnish for some much needed funding? :)

Still, it would have been cool to see the Pacific Parlor cars modified to have a sort of observation area at the one end and to have them tagged on the rear of the train.

Well...perhaps not beyond remedy, but the Coast Starlight, as with most of the western long-haul trains, is normally marshalled with the sleepers at the front of the train. This would have to be reversed if the Pacific Parlours (note the affected U) were retained as a first-class-only amenity but reconfigured for end-of-train use. But, would Amtrak really be justified in doing this this for their oldest rolling stock, dating from 1956?
