The El was demoplished before the NYCTA was created- that's true. But it's also possible, though not certain, that the TA or predescssors may have still had electrical conduits in the area that they didn't remove with the demolition, and therefore still had legal responsibility for. And maybe a manhole cover needed replacement during this interval. |
