Othmar Ammann Chief Engineer and Designer, felt that studies performed after the Tacoma failure showed the BWB was safe but was overuled by Robert Moses ("Doesn't make a damned bit of difference if drivers won't use it.")who ordered the first retrofits, most of which have been replaced recently with more modern elements. |
