It's not up to railfans and the general public to know exactly what constitutes a distraction. Railroads make sure the public knows they shouldn't go for a stroll on the tracks, or similar things, but it's up to the railroad employees to behave responsibly. When I was a teenager I asked a NYC subway motorman a question through his open door. He just ignored me. I didn't know any better - no one had ever told me not to do that. And I wasn't expected to know better - the motorman was supposed to know how to deal with me. |
