But if there are NO signals, then isn't the rule of operation changed to provide the maximum speed based on the maximum stopping distance?


And there ARE signals on that track, the Metrolink train merged onto a single track, and I think there is a "home signal" there.

And it turns out metrolink has NO signalling WITHIN the trains themselves.
