The Voting Rights Act does not actually give anyone a civil right, it's merely a vehicle to enforce the rights given to all Americans via the 14th Ammendment. The only way to remove a "civil right" via the legislative process is via a constitutional ammendment. The only other way is judicial, via the SCOTUS. |
