Yes, an existing abandoned railway with portions of the ROW washed out over nearly fifty years of no service, and minimal maintenance of various overpasses. You'll end up rebuilding everything along with new tracks (CWR w/concrete ties), substations, third rail, and platforms and extensive refurbishment of overpasses

. . . which will not cost $78 million per mile no matter how you slice it. On an existing right of way. (What overpasses? Only place that would be of major concern is the Port Richmond station). The cost being cited in your $78 million/mile estimate is the new redundant light-rail facility, which shouldn't be built at all.

I think it's a silly idea, but I suspect it's going to be designed around building P&Rs along the West Shore Expressway

Which is a silly notion in and of itself. That's a useless assumption, that everybody's going to drive to the railroad, especially a local railroad. Not unless they want the landfills built on already?

IMHO, I'd much rather see a long along the median of the Willowbrook Expressway continuing through the park with a stop for the College of Staten Island and then separated median PROW along Richmond Avenue to serve the Staten Island Mall and ending at the Eltingville Transit Centre

Richmond Avenue/SI Mall would be the more ideal places to serve. They're actual destinations, after all.

There's no way that $1 billion (dollars)* could cover the cost of a Narrows and Arthur Kill Tunnel

You sure? How come tunnels cost a lot less elsewhere in the world?

* Redundant use of the word "dollars".
