The North Shore by itself is supposed to be $78 million per mile, using the $400 million estimate. For an existing railroad with high platforms and third rail. Seawalls appear to cost between $12-24 million per mile, so what's going to cost extra?

Yes, an existing abandoned railway with portions of the ROW washed out over nearly fifty years of no service, and minimal maintenance of various overpasses. You'll end up rebuilding everything along with new tracks (CWR w/concrete ties), substations, third rail, and platforms and extensive refurbishment of overpasses.

Why build any railroad along the median of the West Shore Expressway, which is unpopulated, and which nobody can get to?

I think it's a silly idea, but I suspect it's going to be designed around building P&Rs along the West Shore Expressway. IMHO, I'd much rather see a long along the median of the Willowbrook Expressway continuing through the park with a stop for the College of Staten Island and then separated median PROW along Richmond Avenue to serve the Staten Island Mall and ending at the Eltingville Transit Centre.

For good measure, I would like to see the Richmond Parkway completed to the Staten Island Expressway as a tolled facility with two lanes in each direction and a wide median.

For these costs...

Now that's funny. There's no way that $1 billion dollars could cover the cost of a Narrows and Arthur Kill Tunnel along with the rolling stock and other infrastructure upgrades needed for such service.
