"Something along the lines of the FTC has been in the works for a long time"

Because MTA has been hearing from a long time about how crappy the current station complex is. Hearing that from customers, patrons, voters.

"Most people however do not follow up on the details of the project as we do here on SubChat"

Everyone had multiple opportunities to participate in meetings about the project, talk to their legislators, call MTA etc.

"Most NYers will never even know that the MTA even planned to build a Glass Egg."

False and ridiculous. The Egg was all over the newspapers; it was discussed on NY1 and in public hearings. Most NYCrs knew all about it; many liked it; few complained about it. Many didn't feel strongly one way or the other because the federal government was picking up the whole tab.

People responded positively to the design and it was only later, when the price tag shot up that concerns were voiced.

At $750 million This project had the consensus of the city behind it. 9/11 helped inasfar as the tab was picked up, but no, attentiuon to the Memorial did not interfere with it. At $800 million, people raised concerns but largely still supported it. At $900 million it became untenable.
