Because the Cross-Bronx expressway from the Alexander Hamilton Bridge to the Bruckner Interchange is designated as part of I95, a north-south interstate route. Odd numbered interstate routes run north-south.

So it should be I-98 east of the Hudson then. Or the numbering scheme sucks.
