True. I don't think he'll win. But understand, the law is intended to generate revenue like parking meters do, not to protect the public.

People have legit reasons for walking between car. They look for a seat or car with more standing room. Or they want to be as close to the exit as possible so they walk to the front of the train. This is so common on the E and J lines at Sutphin n/b. Especially when the train is waiting for another train to leave the terminal, and there's a parade of people walking through the cars. It's kind of troubles me that an innocent person walking to the front of the J train to "catch the bus" at Parsons could face a hefty fine.
