If this is true..then switching will have to relocate to Lexington Avenue-63rd st..for N service to use the Queens Blvd subway.

I can see this happening, But the WHOLE POINT of the N/R switch in the first place was to give the R a YARD/SHOP for repairs...instead of Coney Island.

If you are stating that BOTH N and R trains would be served out of Jamaica,it just doesn't make sense...
The E/F/G/R and V already has over 1000 rail cars there to be serviced...
