The problem is the intent of the law is virtually never taken into consideration by cops when they enforce the law.

I understand what the problem is. My point is that is doesn't matter if anyone offers insurance to amateurs because the intent of the law does not require it and even if it end up being enforced, amateurs still aren't going to be getting insurance - it would be fought in court.

If the new law passes as is currently proposed, I think that amateurs will largely be left alone except as related to political/controversial events or where the police decide something is a security threat. Of course that is unacceptable, so I'd expect there to be legal action against the city to force them to change the law.

But I don't think we need to be worrying about how we are going to fulfill the terms of the permit. If anything, we just need to be making sure the law is revised.
