Correct.The history is: 1) The franchise to build East River tunnels is awarded to the LIRR 2) PRR *buys* the LIRR in order to acquire those rights. 3) PRR retains those rights when it spins of the LIRR. 4) AMTK inherits PRR rights. 5) Any future changes to the structure of AMTK an NYS ought to reclaim those rights.
