I can think of three ways service could've been saved:

1)A free transfer to the ferry at LIC

2)Renovated stations

3)Service every 20 minutes rush hour, every hour weekedays, every 2 hours weekends

These were stations in areas with no mass transit. People would've used it, even if they had to transfer to the ferry. However, if no one even know it exists and there's only 3 trains daily then of course no one will use it.
