That could be a fact --- being as Low-Voltage control started with the 1915 Subway Steinway Low-V cars -- so it could be likely that the Low-V EL Cars were actually built new as Hi-V Cars. Or perhaps built new as Low-V's to test out the Low-V Control systems in advance for a few years before deciding on building 1915 and later IRT steel subway cars with Low-Voltage controls.

The IRT Manhattan Elevated Division shop list I have is vague on WHEN the IRT EL cars became Low-V (if delivered new or converted later in 1920's). But at this late date, it really doesn't matter. Gene's book has a number of known errors in it (well, most books do, heh) -- but thanks for the info and clarification.
