No. The system in the 1970s and 1980s went to hell even though fares were required. The system was fine back when the 5-cent fare was long in the tooth and nearly amounted to free. Free-to-enter public parks and libraries function quite well.What matters more than anything is who's in charge. I've seen co-op apartment buildings with high owner-occupancy rates that were shitholes (i.e., with cockroaches, lazy supers, dirty common areas) because bad people got themselves elected to the board and made bad management decisions. |
