Signal indications have nothing to do with station stops. They reflect the state of the track ahead as if an approaching train would have no other reason to stop or slow down.

The diverging route to Far Rock is a Slow Speed one (trains diverging over Slow Approach), so I am actually surprised that the signal would display Approach Medium and not Approach Slow. I assume the cab signal drops as the train exits the west end of Valley interlocking, but that still seems to be a rather short signal block.
