To use the example I'm most familiar with, if you dramatically lowered fares from Wakefield (and intermediate points) to GCT, ridership would go through the roof and they would have to institute a lot more Mt Vernon West to GCT trains.And there aren't any time slots available for those trains, so you'd have to remove trains from the suburbs, where the alternative of using the subway doesn't exist. So it would be a win-lose situation, with the losers losing a lot more than the winners win. |
