Ties and rails were still on the el remnant until the late 1990s. I saw them myself.

I remember the first time I went out there- 7/3/89. I was amazed at how intact the structure still was- really an almost complete facility from Lewis Avenue north. And it stayed that way, probably till about 1998 or 1999.
