They paid it off decades ago, and no one except you disputes that. Airlines paying fees amounts to RENT, not ownership for LOCAL government owned airports. You obviously cannot decipher between tenant and owner. Government owned airports do NOT pay property taxes. And those fees do NOT amount to support of the air traffic control system. which is partially funded by the air ticket tax. The airlines contribute NOTHING.
