The rail did not puncture the front of the car. It came up through the floor possibly even aft of the lead truck.

Even if the emergency brake rate were a lot better, there is still no way for a train to stop for a vehicle on the tracks.

You are comparing emergency braking on a heavy train operating at with speed with a little LRV operating at relatively low speeds.
